Proposal & Cost Estimation Engineer

Founded in 1988, CEL is a global leader in test equipment for thermal, hybrid, and electric engines in the aerospace sector.

Our product and service offering spans from the design of test benches for engines such as turbofan, turboprop, turboshaft, and auxiliary power units (APUs), to the testing of engine subcomponents (pumps, injectors, etc.), all the way to complete system delivery and installation.

Your main responsibilities:

Reporting to the Senior Director of Business Development, the successful candidate will be responsible for analyzing, qualifying, understanding, and responding to requests for proposals (RFPs). Key tasks include:

  • Evaluating the technical resources and methods required to deliver the projects;

  • Writing detailed technical proposals;

  • Preparing cost estimates and commercial proposals while factoring in the proposed solution, expected profitability, and project risks and opportunities;

  • Standardizing and improving commercial processes;

  • Working closely with engineering and procurement teams;

  • Operating within a CRM (Customer Relationship Management) system.

Your background and strengths:

  • Bachelor’s degree in Electrical Engineering or technical diploma in Aerospace or a related field (or equivalent experience);

  • Bilingual – strong written and spoken communication in French and English;

  • Minimum of 3 years of relevant experience;

  • Experience in technical writing;

  • Proficient in Microsoft Office applications;

  • Experience in cost estimation;

  • Knowledge of aircraft engine technologies, electrical systems, and instrumentation (an asset);

  • Familiarity with CRM software (an asset);

  • Strong analytical and structured thinking;

  • Comfortable presenting and communicating in front of groups;

  • Internal support for business development efforts.
